Technical career history:
 
François Collin attended secondary school at the Marist Brother’s College in Port Elizabeth (St Patrick’s).  During his final year of secondary school (1983) the school merged with both Holy Rosary Convent and Priory Convent, becoming Trinity High School.  His Matriculation certificate was issued by the Joint Matriculation Board in 1984.
 
He then continued with his tertiary studies at what was then the University of Port Elizabeth or UPE, where he graduated with a BSc degree majoring in Physics and Chemistry in 1988.  (UPE is now known as the Nelson Mandela Metropolitan University) 
 
During the course of 1990, he reported for National Service (Conscripted Military Service) in the South African Defence Force (SADF).  During the course of his National Service, after having completed his basic military training at the Army Personnel Services School in Voortrekkerhoogte, he was placed with the Chief of Staff Logistics Unit (CSL).  During this period, he was seconded by CSL to the military research programme at the South African Council for Scientific and Industrial Research (CSIR) where his abilities were applied in the Aeronautical Systems Division (Aerotek).
 
During the period from 1991 to 1996, he was appointed as a research scientist by the Electro-Optics Programme at the CSIR, where he participated on a wide range of Classified Defence Projects at both the technical research and the project management levels.  

An incomplete list of these projects included:  

Laboratory measurement and evaluation of pigments, textiles, application techniques and surface finishes for thermal screening and camouflage;
Colorimetric measurements, pattern research, development and assessment for camouflage and counter-surveillance applications;  
Field evaluation of camouflage products and designs;
Measurement of spectra from high intensity flames in the near-infrared, thermal and ultraviolet bands for the signature characterisation of airborne threats and countermeasures;  
Measurement of thermal signatures for the vulnerability assessment of civilian and military platforms in various self-protection countermeasure development programmes.  
Thermographic measurements for industrial maintenance and fault finding; 
Research into the application of thermal imaging technology for landmine detection;  
The measurement of atmospheric transmittance, particularly in the UV Band, and its correlation with predictive software, applied to a missile launch detection and missile approach warning development project;  
Measurement of emission and absorption by obscurant clouds for use as self-protection countermeasures in a ground-based armour scenario.
 
On these projects, François was responsible for the coordination of logistic support and the sourcing of infrastructure during various field exercises.  Our reference to logistics implies a combination of some or all of the following elements:  

Planning of field experiments and operational field trials;  
Specification of IR measurement equipment and necessary resources;  
Transportation and accommodation of personnel and equipment;  
Coordination and sourcing of infrastructure, power requirements and the deployment of test equipment and a portable meteorological station; 
Experimental setup;  
Operation of test equipment, data capture and data backups;  
Storage and planning of data layout, data format and backups;  
Coordination of test programmes with client representatives from the various participants, including military personnel, government employees, civilian staff and civilian contractors.
 
In 1996, François resigned from the CSIR to start his own logistics and consultancy business F Collin Logistics and Consulting CC, most commonly known as FC LogCon.  

Since 1996, he has regularly provided his services and expertise as an independent Infrared Measurement Specialist Consultant to the Defence Electronics Programme at CSIR (Defencetek).  Defencetek is now known as CSIR Defence, Peace, Safety and Security.  He has remained involved in the technical aspects of classified defence projects relating to Infrared Electronic Warfare (IR-EW), including infrared measurement and system test and evaluation on several projects for both the SANDF and other clients, but has diversified his business interests to provide an integrated service offering.  He has worked in various locations such as test ranges and measurement facilities around the world, including:

Southern Africa;
UK; 
France;
Italy;
Brazil.

We may not refer to any of his reports, as these are either classified, or client confidential, but the brief project descriptions provided should suffice to provide an overview of technical capability.  More than 50 classified and technical reports have been authored, or co-authored by François since 1991.  

FC LogCon now also provides marketing support services in the specialised fields of Defence and Surveillance Technology.  These marketing activities are supported by his varied experience, and wealth of scientific and domain knowledge, coupled to his strong linguistic and interpersonal skills.  

Included in the portfolio of marketing support activities, has been logistics for, and the coordination of exhibition participation to large corporate and government clients at various international trade shows and conferences in locations as varied as:

Paris (Eurosatory);
Paris (Le Bourget, Paris Air Show); 
Orlando (SPIE Aerosense);
London (Shephard Conferences);
London (DSEi);
Rio de Janeiro (LAAD);
Pretoria (DEXSA); - has been replaced by AAD
Pretoria (AAD);
Cape Town (AAD);
Johannesburg (Securex) - now combined with IFSEC.  

François has also accompanied official delegations at Government Ministerial level on international missions, to provide both logistic and technical support.

He has presented several papers and briefings since 1999 at international defence briefings and conferences on behalf of CSIR, and more recently under the FC LogCon branding, in cooperation with CSIR.
 
Besides these defence related activities, he has consulted on the application of thermal imaging and surveillance technologies in the Law Enforcement, Nature Conservation and Anti-Poaching domains.
 
During 2001, his experience in the field of infrared radiometry led to his being appointed as the African representative for:

Cedip Infrared Systems (France)  The leading French supplier of thermal imagers and radiometric equipment.  

and later also for:

Polytech Airborne Systems (Sweden).  A Swedish manufacturer of airborne imaging equipment for scientific, law-enforcement and fire-detection applications. (Subsidiary of Cedip Infrared Systems).

FC LogCon remained the African representative of both until they were acquired and merged into FLIR Systems during 2007/2008.  

As a result of the changes in operational and support channels, as well as company sales strategy brought about by the Cedip/FLIR merger, François has looked for alternative supply channels for thermal imaging and related technology products.  The main driver has been to offer both existing and new clients a large variety, and the choice of best possible solutions at the most competitive prices.  

In order to provide a suitable marketing and support environment to clients in South Africa, François together with his wife Zania registered Optronics Africa CC.  The emphasis of this new entity has been to move away from the broader logistics and consulting offerings that FC LogCon has been offering, and to focus on the sourcing, import and supply of both optronic and surveillance related technologies.  

The couple have been joined by a third partner and now the majority shareholder in Optronics Africa, Mr Lee Annamalai.

Optronics Africa has distribution or representation agreements in place with:  

Xenics Infrared Solutions (Belgium). 
Raptor Photonics (Ireland).
Pegase Systems - Maritime Solutions (France).

Optronics Africa is also in the process of securing additional distribution agreements for  technology and surveillance related products.
 
A further area of interest that François and Zania would like to expand into is that of ecologically sound technologies for a sustainable future, with an aim of providing lifestyle improvement technologies to the end-user.  With this in mind, they have created a new business entity, ecogreen lifestyle improvement technologies CC.
